Anybody know what this is? Are we cursed?

On Sunday, I discovered this propped up against the alley-side of our fence. Matt quickly moved it next door when I said "ewww" and the trash men took it away on Monday, but I'm still curious. Anybody know? Is this some kind of voodoo curse?
